well

in fact, it's used to harvast oil. see, there are already so many fumes, chemicals, etc in the air, that we can set up Mobile Petroleum Gatherers (MPG's) on cars. thus, when a car gets "10 MPG" that just mean it has ten devices for fume absorbtion. the rear of the car is simply a convenient place, as the tanks can be located in the trunk
