I wouldn't say anyone was an elitist unless they admitted it themselves. If that didn't occur, I could just be misinterpreting their actions / words.

2. Well, it depends on the purpose.

There are times, of course, when you might have a DUer's name in the title for congratulations or if you need to get ahold of them really quick or something.

Exceptions to every rule.
