In an effort to bring up enrollment and to encorage a change of choice, the paper work is being streamlined and the toasters are being given out early. Of course, this results in people signing up JUST TO GET THE TOASTER, but it's a small price to pay to get those numbers up. It's thought no one will really notice the slight decline in toaster quality due to this small shift in policy.

Of course, they'll still send people over to hang out with you and take you special places on the weekend to cultivate and encourage your enlistment. Don't be surprised if you get dropped like a hot tater after you sign the final batch of papers, though.
