That's what the honor court is all about. just showing up is the key -- demonstrating that you recognize his accomplishment, and it is one. That alone makes it a memorable experience.
In situations like this, I always look for a beautiful feather, or stone, or something wonderful from nature that the young man or woman can keep through life as a reminder of the honor they have earned. I beathe into a pinch of tobacco (chief of the herbs) and then put it to the ground and ask help. Then I set out on a walk through the forest until the feather or stone or whatever calls my attention. I offer tobacco to what I find and Ask Permission to take it. That's the key thing with a gift from spirit., asking permission. When I feel right with that, I pick up the gift, carry it home and get it ready for gifting at the ceremony. That is one way to honor a fledgling Eagle. I've known lots of Eagle nation people over the years, of all ages. They don't need it, but they do appreciate a show of respect when they honestly merit it. In my book, Eagle Scout counts.
