Reasons:

1) If he would move to Illinois to run for the Senate, he would move to Rome to run for Pope. Then it's just a matter of keeping him out of the country.

2) Rumors are already circulating that a "black Pope" is a possibility, and the right wingers in the church are going to want to continue the dark ages viewpoint on birth control, married priests, women's rights, etc. Keyes is imminently qualified for that role (even if he's not Catholic, which I'm not sure about)

3) You know he won't be afraid of the Vatican mosh pit!
