After all, they have nothing to lose. And by the way, I am an avid animal rights advocate.

7. Unfortunately, drug safety testing usually has to occur in healthy people

and so many inmates are already infected with Hepatitis C, are certainly older on average, and have other health issues. I understand your point, but they probably wouldn't work as a good population to demonstrate drug safety (much less efficacy).
