I was watching a program on PBS yesterday about m.o.h. recipients, and I couldn't help but notice that their star has that shape, instead of a point being at the top.

There is symbology all over Washington D.C. The guy who layed out the city was a Master Mason by the name of Pierre L'Enfant. the streets and circles form an upside down pentagram with the Whitehouse at the "goathead" the very tip of the bottom point.
