What is this? Is it safe?

This little lovely has popped up on my computer twice now when I've logged on to DU. Yesterday, I also had an atomic clock presision time check and calendar which I clicked on an then found in my task bar... My puter was slow and cranky the rest of the day. Today I just "end task"ed them and so far, everything is peachy.

If I can update the task bar without adding features (making it easier for the PTB (powers that be) to track my computer use or screwing up my pc, I'm all for it.

Otherwise, I want nothing to do with it.

about popups here.
I have weatherbug, so maybe that's why I don't get the popups.
