22. Look close to the waterline for your answer
You can see some sort of little indentations in the hull maybe six feet above the waterline. Those "indentations" are actually oar ports.

The USS Ronald Reagan is a first for the Modern Nuclear Navy: it was the first Nimitz-class carrier that was intended to be propelled by galley slaves.

The ship's compliment was intended to include 200 officers, 6075 enlisted and 6000 welfare queens who, ashamed at their status, all joined the navy to help row this enormous ship.

Unfortunately, Naval Intelligence, Naval Stores and the Naval Recruiting Service banded together to scuttle this plan. Intelligence said the sound of 2000 oars cutting through the water would give the Reagan an unmistakable acoustic signature that even the worst sonar operator would be able to identify. Naval Stores testified that if enough food to feed the 6000 welfare queens were to be taken aboard, there wouldn't be enough room for any airplanes, and the Naval Recruiting Service claimed to have difficulty finding the personnel. Said the chief of the service, "The only place there were ever 6000 welfare queens was in Reagan's head, and he's been dead for a month and senile for twenty years."

Which explains why they've decided to use the "backup propulsion system"--the nuclear reactor and four screws the shipyard insisted on building into the vessel just in case the seas came up and drowned the galley slaves.
