If something is under water, is it wet, or is something only wet when it comes out of the water?

3. I dunno. I would guess yes, it is wet. Let me ask you this, though.
If you are traveling the speed of light and you stick your arm out of the window with a flashlight, point the flashlight forward, and turn it on, does anything come out?

16. no (from my limited understanding)
as you speed up towards the speed of light, time begins to slow down (relative to our "normal" time; 1 day to you may be 1 year to us). So, theoretically, if you went the speed of light (you would turn into pure energy, I think, but lets disregard that) time would stand still and the light would travel the speed of light. So therefore, the batteries wouldn't work making your whole question completely worthless. You wasted the classes time, now. Are you happy?!? :)

Just kidding about the last part :)

Seriously though, this is a question about an abstract construct. Its answer depends on the rules we devise. So it has no real answer other than what we decide it to be.

There was a comedian many years back who used to tell the story of the man who clawed his way to the top of the mystic mountain in Tibet to ask the wise man, "What is the meaning of life?" He was told, "The wet bird never flies at night." "The wet bird never flies at night?" the pilgrim responded incredulously. "The wet bird does fly at night?" the wise man asked uncertainly. There is wisdom in the story. The "meaning of life" is a most significant issue, but it is equally elusive.
