is that there are several of each symbol for the numbers so the odds of it picking the symbol you are thinking of is higher..?

Look at the symbols associated with 9, 18, 27 and all other multiples of 9. If you follow the instructions, you'll always end up with a multiple of 9. The symbols change each time you "try again," but each time you do the symbols associated with multiples of 9 will be the same.
