Everyone has heard of the "16 words," the diminutive label White House spin-meisters have given the sentence in the president's 2003 State of the Union speech that misled the American public as to the national security threat posed by Iraq. CIA director George Tenet made a game effort to protect the president, falling on his sword by accepting responsibility for failing to catch a supposedly innocent error.

This is an important controversy -- but even more important is the larger question it raises: For all its puffing and posing, how competent is this administration, really?
