"Rove is afraid of (candidate)" is silliness

If Rove really has much control over Bush and his administration, he is not that canny a political handler. He does know some dirty tricks (bugged his own office once), and he has the media solidly on his side due to Bush's policies. Having no compunction about playing dirty and having a massive media boost are Rove's main assets. The confused and unconvincing spin from administration officials in the wake of the most petty revelations about Bush's dishonesty doesn't speak well for Rove's abilities.

That said, I think his basic strategy is to go after the one with the growing momentum, and as far as fundraising and media attention, that would be Dean. If Dean was still wallowing in anonymity, Rove wouldn't waste a word on him. The real Rove attack or disinformation will come after the nomination, but I don't believe the Bush administration has much reason to fear one candidate over the other. I personally believe Kerry or Dean would have the best chance, but it is still early.
