I need to know how many states are running a deficit ..
Sorry guys should have put these questions in one post.

Where is a good place to find this out?

1. State budgets
I believe that most states are required by their constitutions to have balanced budgets.

2. I know it is constitional law forbiding a state to go bankrupt but
for example california is in a 30 billion plus deficit whole.
So their are states in deficits.

Scroll down a bit for a table showing budget deficit figures for each state. Very few states have "N/A" (i.e., not in deficit) in their row.

4. quick google on my state with the terms "budget deficit" brought up a
state by state glance done last January by PBS. It isn't current - and many states are in worse shape now, but it should give you a state by state look (which states were in trouble at the beginning of the year) and some links to additional information.
