Question about Balanced Budget Amendment

Ok, I can't believe I did it, but I just put up a pretty spirited defense of Joe Lieberman in this thread: http://www.democraticunderground.com/discuss/duboard.php?az=show_topic&forum=104&topic_id=756929. Someone was saying that he's the only one he wouldn't vote for in the General Election. This person said one repuke was just as bad as another. So, I asked that they please look at his ENTIRE voting record first and not just the last 24 mos. or so.

ANYWAY, in looking at Joe's record, I noticed he repeatedly voted against a Constitutional amendment for a balanced budget. I guess I don't remember much about this. Who was proposing this as a Constitutional amendment and why?

1. It was part of the Republican

agenda. They proposed it every year for years, at least as far back as Reagan.

Democratic representatives generally opposed it.

Republicans have coincidentaly dropped it from their talking points.

It was part of the Contract With America. I think it passed the House but failed in the Senate but it's been 10 years almost so my memory is hazy.
