9/11 report "embargoed"?

"9/11 report embargoed until 2 p.m."? I just saw this on the CNN scrolling at the bottom. What the hell does that mean? (Not the definition of "embargoed", I'm clear there) They've held the damn thing up for years now, what damning information do they have to take out in the next few hours?

1. Rumsfeld scheduled his own last minute press conference for 2pm...

...to gloat about killing Uday and Qusay, so it's likely that he will get the press coverage instead of the report.

Convenient, no?

2. "Embargoed" is a term.......

.....for a media source not releasing a completed report or news footage to the mainstream news media, with intent to release it at a later time.

3. Allows media to set up/analyse/edit report of story - but no one

gets an exclusive - all media goes to the public with story at the same time.

Nothing bad about it.

4. They need a diversion

They want to release it at the same time that another big news story is coming out so we won't be paying attention.
