I think it's probably nothing more complex than a simple trick of perspective: Bush is in the foreground and closer to the camera, so he looks larger. (This was also done with the hobbits in LOTR, except they were far in the background.)

The fact that the photo was provided by the WH staff means it was selected by them, and it is part of their jobs to control the image we get of W, and to make sure he is flattered by the photographer. He wants to appear taller than he actually is, which is under 6 feet, so that might have something to do with this photo.

I don't want to spoil the fun, but it looks like a wide-angle lens, probably a 28mm lens on a 35mm camera, used to get a wide field of view and fit in all the figures. The Oval Office isn't very big, I hear.

Also, that top picture in your post he looks so out of proportion to everyone and everything else that he takes on the size of a monster man, perhaps even a monster dictator, never the stature of a great man, and never the stature of a great president as they want to pass him off to the rest of us. in fact these bushes all are so desperate to stand out in history as great men that they have no qualm about making up whole histories about themselves, nor do they care if they are living in the land of OZ where reality is non-existent.

that this photograph was provided by the White House? So are 1000's of other pictures but they never mention it in the caption. I think the editor knew something was funny with the image and wanted to make sure people know where it came from.

she used to work for MetaCreations when they first started.. as a sculptor and with photography and trick shots in my youth for fun I would say take a look at the shadows, they are usually a dead giveaway, that's where they screw it up..

Personally I'd say it's Definately Photoshopped.. the second picture proves it, if he stood up in the first one the candleabras on the wall would be at his sternum, yet in the second pic they are over his head..
