BARCELONA (AFP) - The European Union voiced confidence that it would shortly agree on an anti-terror code of conduct with its southern neighbours, amid last-minute haggling at a landmark summit in Barcelona.
EU foreign policy chief Javier Solana said he was hopeful of agreement despite discord centred on the definition of terrorism, and Arab pressure to include references justifying "resistance movements."
"I think we will solve it," Solana told a small group of reporters in Barcelona for the Europe-Mediterranean summit, marking the 10th anniversary of a partnership between the European Union and 10 mostly-Muslim countries to its south.
Earlier diplomats voiced concern that discord over whether "resistance movements" can be described as terrorists risked scuppering agreement on the code of conduct, in theory a key aim of the Barcelona summit
