Dean, who strongly opposed the invasion of Iraq, outlined three possibilities: American intelligence was incorrect, the president's advisors hid the truth from him, or Bush knew that Iraq really did not weapons of mass destruction.

"We cannot have a foreign policy which relies on the deception of our own people and the rest of the world," Dean said. "Saddam Hussein was contained for years by us successfully. We could have continued to contain him for a lot longer."

Dean said although the Iraqi people are "better off" now, the future of that country remains uncertain. Meanwhile, our military is "stuck there," he said.

"We need a high moral tone," Dean said. "I'd like a different foreign policy than, 'Get out of my way or I'll see you in the parking lot after school.' "

2. Dean as governor of Vermont was often on Canadian TV....He knows
Canada, which is a big plus in my books...His state borders Canada and he understands the interaction between the two countries...He would also be able to mend the rift between your country and the countries of Europe....He often talked about universal health care when he was on Canadian television....

Mike Malloy said it was "Canada Day"!...And he was talking a bit about how great it was that we were neighbors and had the longest common border in the World!!

5. Thanx!...July 1st is Canada Day...We co-celebrate our day and yours
every year on the New York-Ontario and Michigan-Ontario border in a week long festival...I've been to some of the events on the Buffalo-Fort Erie border...It's been going on for many years...The one in Michigan-Ontario since the early 60s....I've always thought our countries were an example to the world of what neighbours should be...until recently....but this won't last forever...We'll get back to normal again....P.S....I first had Buffalo wings years ago, where they originated at the Anchor Bar in Buffalo....With the side order of celery sticks and blue cheese dip...It's making me hungry to think about them...ha ha

7. Dean is SO on top of his research!
And he doesn't talk like he memorized a bunch of catch phrases. He makes acurate "diagnoses" and states them as clearly as he knows how. Also, he's responsive to current events. When there is something important going on, he talks about THAT as quickly as he and his campaign can do their research (which seems startingly fast compared to the rest of the field).

8. I disagree with him..
The policy of containment only works when dealing with rational state actors and few foreign policy experts argued Iraq was a rational actor. Moreover is Dean saying even if Iraq had developed nuclear weapons we should've continued the policy of containment?

9. That's not Dean's position.
Dean has stated repeatedly that an illegitimate nation having nuclear weapons can be a clear justification for unilateral U.S. invasion, along with the harboring of international terrorists.

Iraq under the U.N. inspection regime didn't fit the bill.

The policy of containment managed to work for 12 years with Iraq as an irrational actor.

I saw nothing in the piece to draw that conclusion. However, the policy of containment kept Iraq from developing any WMD so I don't see why a nuclear program wouldn't be contained.
