Why did Congress ever pass the

War Powers act (1973). THEY have constitutional authority to declare war. WHY did they give it up?

1. Actually, the War Powers Resolution 1973 limits the Prez's power

and the authority to declare war rests with the Congress.

IIRC BushCo considers Iraq a "police action," which doesn't require a declaration of war.

vs taking their constitutional responsibility to declare war?

Our elected representatives seem to have confused themselves with appointed royalty. I don't pretend to know what goes through the minds of our reps, but something tells me that lately they're getting a little worried about citizen unrest.

And that's a good thing.
