Did anyone ever find out who the Ghoul was

1. I was hoping it was the face of a ghostly Jiminy Cricket
haunting the Smirk during the speech, and summoning him to connect with the world, but unfortunately, I think it is just somebody's arm patch medallion (the soldier is standing sideways showing his left arm)

I miss the ghoul and that dracula guy that did the Saturday afternoon movie in Detroit too. Can't remember his name, Count?
