Had a wild hair of an idea while cleaning the kitchen this morning. Here goes:

December, 2008: With investigations and possible indictments breathing down their necks, Bush and Cheney resign on December 31st. President Hastert pardons them three weeks later shortly before the next president is sworn in.

This only works if the republicans keep the house in 2006, of course.
