i AM CONFUSED, as this is reported as a Statement by Senator Reid,

"As stated in the amendment, the Senate just voted overwhelmingly to change the policy of the United States with regard to Iraq. Republicans admitted what Democrats have been saying all along – the administration’s strategy is aimless and rudderless. It’s a victory for our troops and the American people. If Democrats hadn’t acted, our Republican colleagues would have been fine going along with the administration’s “no plan, no end” approach."

and this is reported by MSNBC, " The vote was 58-40 against a Democratic plan that the minority party's leadership advanced in the wake of declining public support for a conflict that has claimed more than 2,000 U.S. lives and cost more than $200 billion."

2. It puts Bush and the GOP on record as not knowing how to end the warfare

I seriously doubt the Dems believed this vote would succeed. I think the real goal was to publicly codify their efforts to end the occupation, and to have the GOP publicly rebuff them.
