Not sure if they got the magnitude right, but that is all they said.

LATEST: The agency said tsunamis as high as 50 centimetres could reach coastlines on Japan's Pacific Coast between 7:10 am and 7:30am in Iwate, Miyagi, Fukushima and Hokkaido.

A tsunami warning was issued for the northeastern Japanese coast; NHK said the quake could produce waves up 30 to 50 cm (12 to 20 inches) above normal.

50 cm is just under 20 inches. Does that qualify as a tsunami?

the problem is how the wave grows when it hits the coast, all that energy

towards shore (or wherever). There is no size requirement.
