Remember "Spoils of War" ?

Remember "Spoils of War" ?
In the hubub leading up to the invasion of Iraq I distinctly remember members of the administration using the phrase "Spoils of War" referring to the post Iraq saga they foresaw that would not include those such as France and Germany who were not members of the coalition. It was like a last ditch carrot to get them on board.

I can't find any reference today about WHO used the phrase. I suspect Perle or Wolfie, maybe even Cheney. Even *? Anyone have any links to statements using this phrase which no one remembers today?
