How are "Extra-ordinary Circumstances" defined by the moderate Senators?

How are "Extra-ordinary Circumstances" defined by the moderate Senators?
They won't Fillibuster Alito unless there are extra-ordinary circumstances. Are all of these Indictments, some for Corruption, in BushCo, and those to come for all of the money disappeared in Iraq, part of what would be the definition of Extra-Ordinary?

Defn:

extraordinary circumstances -- Any time a Democrat President nominates a jurist to the Supreme Court who is unsuitable to Republicans.

4. I took it to mean that the Repubs in the "band of 14" or whatever
they call themselves, don't like who was nominated. Then, they grant their permission for the Dems to filibuster.
