Even if you have a specific level of clearance: you are still not entitled to classified information unless it directly relates to your job ...
Hence: Managers who control a group would know who those within their own organization are .... Managers of one group would NOT know who belonged to another group, unless it was relevent to their own work .... unless they had a 'need to know' ....
The higher one goes up the ladder, the more people might exist within a management structure, and hence the 'need to know' would expand to include all of those in the structure under his/her control ....
There are special cases, but that is the basic notion ....
