The notes refer to Joseph C. Wilson IV, a former ambassador to Gabon. An Op-Ed article that he wrote for The Times, on July 6, 2003, which was critical of the administration's Iraq policy

instead of he exposes their lies on WMD's for the path to longtime planned Iraq war...

It's a terrible using of newspeak, which implies that someone can hide the truth from us...

1. I believe Wilson became critical of the administration
as he watched them continue to maintain the yellowcake ruse when he (Wilson) personally found it to be an unlikely story.

He called out their mistake. That is one of the working meanings of critical.
