Gilcrest changed his vote at 44 minutes into the vote.
Gurlock changed his vote at 39 minutes into the vote.
Young changed his vote at 38 and a half minutes into the vote.
He also said that one member didn't vote at all because he didn't want to vote yes and wouldn't vote against them and vote no, even though he was there for the entire debate. He did not name the member though.

A series of high-ranking Democrats came to the microphone to protest the GOP's now common practice of holding tough votes open beyond the allotted time, but the chair of the proceedings, Rep. Mike Simpson (R-Idaho), refused to hear their complaints.

Democrats became increasingly agitated and emboldened as GOP leaders scrambled for votes. As House Speaker J. Dennis Hastert (R-Ill.) worked Young and Gilchrest, Democrats began yelling one-liners across the chamber.




Democrats voted party line against the measure in a display of party unity not seen since their votes against recent budget. Fifteen Democrats voted against their party on the last tight vote, the Central America Free Trade Agreement.
