Reuters: Delay, Barton, Hastert and Blunt circled the chamber during vote:
When over two dozen Republicans initially voted no, DeLay, Barton, House Speaker Dennis Hastert and new Majority Leader Roy Blunt circled the chamber and cajoled the holdouts.

6. More than that, it was a 5 minute vote an they held it open for 40
until they got what they wanted, then immediately gaveled the vote closed.

snip...
"In the first major House vote since Texan Tom DeLay was forced to step down as majority leader, Republicans won, 212-210, in a roll call that ran more than 40 minutes, far beyond the allotted five minutes."

CNN just covered story about the bill that passed under strong arm tactics and violations of voting procedure. Final section with reporter Joe Johnson included statement by him about Delay being on the floor "twisting arms".

but this is what Democrats did when we were in power. It's the ugly way Washington works. The Whip is just that the Party's person to whip votes into place - making sure the representatives vote the way the Leader wants them to. Look back to when Jim Wright was in charge of Congress, we stuck it to the republicans the same way.

http://www.boston.com/news/nation/washington/articles/2004/07/09/patriot_act_amendment_fails_in_house/

<snip>
Democrats and Republicans, when each party controlled the floor, have over the years used parliamentary procedures to get votes to go their way. In 1987, when then-House Speaker Jim Wright, Democrat of Texas, briefly adjourned the House to give himself time to wrangle one more vote on a budget bill, Representative Dick Cheney of Wyoming lashed out at Wright in the media.

"He's a heavy-handed son of a bitch and he doesn't know any other way to operate, and he will do anything he can to win at any price. There is no sense of comity left," Cheney was quoted in the National Journal as saying at the time.

23. It's wrong now
and if Democrats did it back then, it was wrong then.

Delay probably reminded Republicans who took money from him for their campaigns that they better vote the way he wants them to. He's still got power enough to do that and will use it until he can't anymore.

I saw a chart yesterday of how those who got a lot of money for their campaigns from Delay, voted. Most of the time, it was over 90% with Delay.

We need to check who changed their votes, and how much money they got through Delay.

Just two votes!! This vote should be redone. Is that possible?

Good for the Dems for fighting ~ I saw some of it earlier today.

25. I agree that it's wrong
I just don't want us to develope a 'holier than thou' attitude because we did the same thing when we were in control (and will probably do the same thing when we regain control)

Like I said, it's ugly but it's how Washington works.

36. here's the difference, DAMMIT
If Dems were using strong-arm tactics, it was most likely to force stingy, greedy, wicked Republicans to do something right for the American people.

When Republicans use strong-arm tactics, their cause is always against the American people and FOR the profit of the rich or powerful. Without fail.

And so to pretend there is moral equivalence is just wrong.

37. That is not quite true, here is the difference
Mr. Wright did not allow amendments to the existing bill. Another words, if somebody, namely the Republicans wanted to add something to the bill that was not allowed. Period. This is the strong arm tactics that the Republicans are complaining about and how they justify their B.S. behavior of today.

Do I agree with Mr. Wright that no amendments are allowed. Certainly not. Yes the Democrats were attempting to fight the Ronald Regan Administration of that time and needed all of the help they could get, but this left the door open for Newt Gingrich and his Contract with America.

As far as leaving the vote open, bribes, threats and bitch slapping, that did not happen with Mr. Wright. It started with Newt Gingrich and the Republicans!
