Coroners in LA can't ID the dead b/c they have no PHONES!

On the NBC Nightly News tonight I heard this. They said Coroners in LA can't ID the dead b/c they have no PHONES! Today, all this time later and FEMA can't get a few of these people cell phones or some of those phones they had in the trucks sitting there for nigh on two weeks (some 2 Million dollars worth of unused communications equipment). BTW that is from another news report shortly after Katrina. I mean, really, they are disrespecting the dead and their families because they have no phone in 2005. What is this ridiculous rubbish?

What does having a phone have to do with identifying a dead body? Does that mean that they had no cell phone on them when they died? How would they know that they have no phone if they are dead and unidentified?
