Apparently, the buck stops there. Who has the power to call him? Or does that produce a "Constitutional crisis"?

But a subpoena won't be issued anytime soon. And when it is issued, Cheney will duck behind some bogus "executive privilege" claim (like he has so far with his secret energy committee hearings). It takes a long time to run this sort of litigation through the courts, so Cheney will duck, dodge, refuse to answer, stonewall, dissemble, and generally subvert the process of checks and balances. Several commentators will say hard things with very frownie faces, other commentators will dismiss the whole thing as mere politics (in the face of mounting casualty figures), and everyone will then agree that there's really no solution that can be reached at this time.

Naturally, if this were a Democratic administration, none of the preceding would apply.
