EU, Iran, IAEA and the Security Council - directly opposing news stories
I'd post this in LBN, but Reuters and AP seem to directly contradict each other:

Reuters: EU submits resolution on Iran-diplomats

The European Union has submitted a resolution to the U.N. nuclear watchdog requiring the agency's board to report Iran to the U.N. Security Council over fears it wants atomic weapons, EU diplomats said on Friday.

The resolution is the softer of two draft text prepared by the EU but is still opposed by Russia, China and a minority of the International Atomic Energy Agency's (IAEA) governing board, which is meeting in Vienna this week, diplomats said.

The Europeans, led by France, Britain and Germany, intend to put the resolution to a vote, an EU diplomat said. Although the board is split over the matter, the Europeans have the backing of a majority of the 35 countries on the board, diplomats said.

"It is unclear when the vote will take place. Perhaps Sunday, if we can do it. Maybe October 3," the diplomat added on condition of anonymity.

AP:EU Abandons Call to Refer Iran to U.N.

The European Union has dropped a call to have Iran referred immediately to the U.N. Security Council for its nuclear activities in hopes of enlisting Russia's support for confronting Tehran, diplomats said Friday.

``There is no mention of the Security Council'' being called on to get involved immediately in an EU resolution being prepared for a meeting of the International Atomic Energy Agency's board of governors, a diplomat said.

That would represent a reversal from earlier EU draft resolutions containing a call to report Iran immediately to the top U.N. decision-making body, where it could face possible sanctions.

It was not immediately clear, however, if the new draft urges the council to get involved at a later time, with one diplomat saying that was the case and another telling The Associated Press there was only an allusion to the council.

and not what you saw in Germany.

EU Submits Iran Motion to U.N. Agency

The European Union submitted a motion Friday to the U.N. atomic watchdog agency that sets Iran up for referral to the Security Council later this year unless Tehran halts some of its nuclear activities.

Diplomats earlier said a watered-down text was likely to get Russia's support, but the motion contained a direct reference to the Security Council and held out the likelihood of referral in the coming months.

Iran increased the pressure against referral to the Security Council, diplomats told The Associated Press, threatening to restart uranium enrichment — a possible pathway to nuclear arms.

The draft resolution urges the 35-nation board of governors of the
International Atomic Energy Agency to consider reporting Iran to the Security Council, according to a copy obtained by The Associated Press. It cites noncompliance with provisions of the Nuclear Nonproliferation Treaty and suspicions that Tehran's nuclear activities could threaten international peace and security.

Perhaps they have been offered 5 years of gasoline at no cost.
