The way the Red Cross CAN work
I worked for the Cross a few years back. When hurricanes were headed for Puerto Rico, they sent planes full of disaster relief teams down BEFORE the hurricane even hit.

Why? Because the hurricane can halt air traffic for many hours and may even damage the airport/landing areas. And also because as we have all seen recently, people get injured and require assistance during the hurricane itself.

Having seen how effective disaster planning should work, I am all the more outraged by the lack of response in New Orleans.
