In December 2004, the president approved the National Response Plan (NRP), which provides the rules for emergency response. This is verbatim from the plan, pg. 33 of 114:

A basic premise of the NRP is that incidents are generally handled at the lowest jurisdictional level possible.

In an Incident of National Significance,the Secretary of Homeland Security,in coordination with other Federal departments and agencies,initiates actions to prevent,prepare for,respond to,and recover from the incident.

So here's where they dropped the ball: on TUESDAY morning, the crawl on CNN said that 80% of New Orleans was underwater and they were already showing rooftop rescues and water covering houses, and they were reporting that the water was STILL RISING. TUESDAY MORNING.

I think the dems should get video tape copies of what CNN was showing Tues. morning, what Chertoff said at his first press conference Weds. (I think he said he was in charge), and then what he's been saying this weekend. It won't add up.
