Massive federal response underway for Hurricane Frances
The advance preparations include:

FEMA's National Emergency Operations Center, Emergency Support Team in Washington, D.C. and Region Four Regional Operations Center in Atlanta, Ga. are operating around the clock, coordinating the pre-positioning of assets and responding to state requests for assistance.


FEMA has deployed an Advanced Emergency Response Team to the Florida State Emergency Operations Center in Tallahassee to facilitate state requests for assistance. In addition, three rapid needs assessment teams have been pre-deployed to Florida.


FEMA Emergency Response Teams are positioned in Orlando to coordinate response efforts with the FEMA headquarters and the state Emergency Operations Center in Tallahassee.


An Advanced Emergency Response Team and a Rapid Needs Assessment team have also been deployed to the Georgia State Emergency Operations Center to provide support as necessary.


The U.S. Army Corps of Engineers, at FEMA's request, is coordinating the staging of 100 truckloads of water and 100 truckloads of ice at operational centers in Florida.


A first shipment of 30,000 tarps is en route to Atlanta, Ga., to be pre-staged for delivery to areas affected by Frances once the storm has cleared.


FEMA is working to provider 10 trailers of generators at the request of Florida that will be used to provide power to critical facilities affected by the hurricane. Generators will be staged at Warner Robbins Air Force Base.


Four Urban Search and Rescue Teams are deployed to Florida -- two in Miami and two in Jacksonville. Four teams are on alert.

I would also particularly like to know whether, behind the scenes, the Feds d--ked around for 4 days trying to get the FL Governor to sign over all control of Nat'l Guard et al. to Feds, as they did with Blanco. But of course--when it's your bro, that wouldn't be v. meaningful . . .

So comparisons with how Feds helped Repub states when Clinton or another Dem was in office might also be useful.

Behind the scenes, a power struggle emerged, as federal officials tried to wrest authority from Louisiana Gov. Blanco (D). Shortly before midnight Friday, the Bush administration sent her a proposed legal memorandum asking her to request a federal takeover of the evacuation of New Orleans, a source within the state's emergency operations center said Saturday.

The administration had sought control over National Guard units, normally under control of the governor. Louisiana officials rejected the request, noting that such a move would be comparable to a federal declaration of martial law. State authorities suspected a political motive behind the request. "Quite frankly, if they'd been able to pull off taking it away from the locals, they then could have blamed everything on the locals," said the source, who is an adviser and does not have the authority to speak publicly.

3. Possible everything delayed because of this uppity Democratic women?
He really hates it when people don't do what he wants. Could this have been the cause of delaying everything? The nerve of the governor of LA not kow-towing to our great leader!

...THIS is what the rest of the nation needs to see. This is where the damning evidence lies.

Those of us in hurricane country noticed this difference immediately. It was highly irregular, especially after last season.

4. The only thing you have to know is it was an election year. Had to bribe
those people with lots of cash. That's why at first Miami & Ft. Lauderdal got most of the money even though they didn't get any of the hurricanes.
