1. Those people are already so dehydrated.
I don't think that many of them would survive a cholera outbreak. Since they can't even get water to these people, I doubt they could get them medicine.

2. And when ever you have that much nasty water that people are in contact..
with.... A desperate person (child) may drink it.

This problem common in the third world is something we have to prepare for.

6. How were we supposed to know that people would die of cholera...
after drinking dirty water..... after we took our sweet time bringing them potable water.
