7. Photo op backdrop, that's probably the first reason

Second reason would probably be that there can be no helo in the air while the monkey is exposed, in the event the pilot is pissed off at the turd, and is willing to take him out.

Using the helos as a backdrop is DUMB, though. Everyone is thinking what you are thinking--get those choppers to work!!!
