They are clearing the way or him. My guess is that they are going through every place where survivors are gathered right now, looking for even one person to come on camera and shake Bush's hand, or (better yet) hug him. If they can't find one, look for them to get a ringer, either from another place altogether, or from a Hollywood casting agency.
