they will be screwed all over again by the insurance companies.

2. Yep, and they'll move on, selling their land to rich people
who can afford it. If anyone thinks NO will be rebuilt as a "poor" and diverse city, think again. The typical, poor NO residents will be displaced.

3. I Thought Of That
Most of the damange in NOLA is flooding. Well, most standard home owner's insurance policies don't cover flooding and if you live in a flood prone area, flood riders are very expensive (if you can get them). So, many of these people probably don't have flood insurance.

So, they lost everything and will get nothing. And the government will (hopefully) bail them out, but who knows.

A (Republican) friend of mine once said he didn't understand why the government bailed out people who didn't have proper insurance and then lost everything in a flood. He thought it would have made more sense for the government to help these people get flood insurance, even if it meant subsidizing it.

A smart and compassionate idea.

7. Flood Insurance
In 1968, Congress created the National Flood Insurance Program (NFIP) in response to the rising cost of taxpayer funded disaster relief for flood victims and the increasing amount of damage caused by floods. The Mitigation Division a component of the Federal Emergency Management Agency (FEMA) manages the NFIP, and oversees the floodplain management and mapping components of the Program.

Nearly 20,000 communities across the United States and its territories participate in the NFIP by adopting and enforcing floodplain management ordinances to reduce future flood damage. In exchange, the NFIP makes Federally backed flood insurance available to homeowners, renters, and business owners in these communities.

8. Just think when Louisiana National Guard return from Iraq
