Where are the owners of the cars floating on the streets?

And the transport trucks lined up? Wouldn't truckers get out of Dodge when the alarm sounded?

I edited cause I didn't mean new cars at dealerships. I wondered why if you own a car (and obviously there were many) wouldn't you get the hell out of town?

Very large dealerships with cars underwater.

4. No these were owned vehicles on the streets curbs.
And the trucks had trailers,I presume with stuff to transport.

I remember report that there was no gas. Some could be families' second cars too.

9. Cops, nurses, doctors, firemen, linemen, civil servants, ...
... and all kinds of people needed to repair and care for folks. A car that's 2-3 years old still looks new without rustbelt or sandstrom conditions. Truckers aren't usually going to run their rigs unless they have a load. I'm guessing outbound loads weren't easy to find.
