We are creating a two tier society in Iraq

Tier One is made up of people who are hostile to the former regime. In an effort to build stronger ties to this segment, we are indoctrinating them in our ways.

We are introducing American Football to a select group of Iraqi Orphans, these are boys who were orphaned by Saddam.

Which brings us to Tier Two, that is everyone else, those whose animus is stronger toward the US Forces than it is to the former regime.

There are orphans in this group also, but they are orphaned as a result of the war. At some point their numbers will exceed those of Tier One.

Once this happens then our futile attempt at nation building will start to play out to its unfortunate and inevitible outcome.

I didn't realize they were orphans, I assumed they were the children of the collaborating elite.

Your theory is interesting. I think tier two is probably enormous.
