that says to me that this was something that many people were privy to and debated whether or not to go ahead and do something they knew was wrong.

It says that the information was passed with a "don't tell" double super secret clause attached and then at some point it was decided that "Wilson's wife is fair game".

This is a team of people who meet and discuss issues and strategy moved. There is no way Bush, Cheney, Rice and Powell were "out of the loop" on this thing.

Not proof, but highly suggestive.
