OK I'm confused about the * speech. When is it?

OK I'm confused about the * speech. When is it?
My local listings show it starting a little bit before 5:00 here on the west coast which would be about 8:00 eastern. It's about 2:30 local right now as I'm posting this.

I'm seeing a lot of items here about it posted in the past tense. Has it already happened and they are tape-delaying for the west coast?

1. The past tense posts are predictions
This speech has not been released yet to my knowledge but there has been a great deal of speculation about this speech.

8. It appears that excerpts have been released
There are even some articles analyzing this speech before it was given. This is getting strange.

3. No hasn't happened yet, what did happen was
AP posted an article that sounds like a review of the speech and is written in the past tense.

- President Bush on Tuesday appealed for the nation's patience for "difficult and dangerous" work ahead in Iraq, hoping a backdrop of U.S. troops and a reminder of Iraq's revived sovereignty would help him reclaim control of an issue that has eroded his popularity.



In an evening address at an Army base that has 9,300 troops in Iraq, Bush was acknowledging the toll of the 27-month-old war. At the same time, he aimed to persuade skeptical Americans that his strategy for victory needed only time — not any changes — to be successful.


Weird isn't it.

10. I believe a few versions were taped this afternoon...
These were then screened in front of focus groups to gauge their reaction. We'll see the one that got the most favorable response tonight as a "live" event.
