We were attacked on Bush's watch after months of them doing nothing to prepare for the events. Despite such National Security Memos as the now famous "Bin Laden Determined To Attack Inside The United States", the White House failed to hold a single high level terrorism planning meeting, failed to notify any FAA officials of the predicted attacks, failed to do anything other than obsess over how they were going to convince the nation that we should go get Saddam.
