3. Actually...
a little more research is called for.

A member of the National Guard is not subject to the Uniform Code of Military Justice unless he is called up to active duty. The Texas Air National Guard has its own set of regulations which have changed since Shrub's time in TANG. If charges were to be brought, they would have to originate with TANG.

Given the ease with which he was given an early discharge, it looks like the term "champagne unit," as applied to his unit, explains it all. He was obviously in violation of the terms of his enlistment but none of his superiors was likely to fly in the face of daddy's power ("Does the rank of Sergeant sound appealing to you, Colonel?").

Anyone else in the Guard or Reserves at that time with that many absences would have found himself in communication with his local draft board.

6. I always post with him as AWOL/Deserter.
His powerful daddy along with the help of friends not only got him into TANG but also got him the "Honorable Discharge," one of the very few papers in his ANG files.

A Deserter which is a treasonous act goes on to become Commander-in-Chief sending others into a phony war??????

I think when they say "Only in America," they weren't thinking of Georgie's bio.
