Bush lying about AIDS funding?

When Bush was in Africa, he get touting his AIDS program that would give all sorts of money, $15 billion or so, to help fight the disease.

I believe it was on this board where I saw a thread that said Republicans in Congress were actually cutting bills that supported that.

If that's true, can anyone give me a link?

2. 15B over 5 years is 3B per year - House GOP cut this to $2 B in budget

Whitehouse says, what is all the noise about? - they could not handle $3 B anyway! - and it takes time to set up classes that will use 1/3 rd of the money for teaching material that is "just say no to any sex whatsoever" (unprotected sex can become protected but not under Bush - so all sex is bad is our $1 B gift to Africa).

he makes big promises, takes cutsey photos, flies back to DC where his stooges in congress cut funds, the whole program dies a silent death. Africa will see no more money from the US than they do now. Probaly less in fact. It is the repuglican way.....
