So, after corruption and ineptitude (not Reagan) destroyed the Soviet Union and the Cold War Ended, Bush Sr. decided to make a tiny dent in the massive debt he and Red-Ink had run up by using the "peace dividend", IE cutting back on some defense initiatives and closing numerous bases around the country (often with devastating economic effects on local communities.)
His plan continued to be implemented into the Clinton administration, and magically became Clinton's fault.
Now Bush's pentagon has decided to devastate even more communities by closing 150 more bases, but will not lay a finger on wasteful padded defense contracts with big defense contractors, because God knows we REEEALLY need laser-armed anti-missile satellites with $400 toilet seats on them....
So- Bush Sr. slashes defense, Clinton continued the policy with gradual increases in spending near the end of his term, and now Bush is slashing more bases while still greasing the palms of greedy contractors...
Therefore Clinton "hollowed out" the military, But Bush "strengthened it"?
