Beijing - A senior Chinese diplomat on Thursday accused the Bush administration of undermining efforts to revive negotiations with the North Korean government and said there was "no solid evidence" that North Korea was preparing to test a nuclear weapon.
The comments by Yang Xiyu, a senior Foreign Ministry official and China's top official on the North Korean nuclear problem, were noteworthy because the Chinese authorities very rarely speak to journalists about the issue. The comments reflect growing frustration in Beijing with the Bush administration.
Even as the White House presses China to find a solution to the nuclear issue, Chinese officials say, it has hurled insults at North Korea and given its leaders excuses to stay away from the bargaining table.
"It is true that we do not yet have tangible achievements" in ending North Korea's nuclear weapons program, Mr. Yang said in an interview. "But a basic reason for the unsuccessful effort lies in the lack of cooperation from the U.S. side."

The ongoing crisis in the settlement of the North Korea nuclear issue is largely brought about by the United States’ reluctance to compromise, the head of the foreign affairs committee in Russia’s lower house of parliament, Konstantin Kosachyov, told a news conference in Moscow on Thursday.
Kosachyov, who visited Pyongyang last week as the head of a Russian delegation, said that he by no means approved of North Korea’s decision to withdraw from the nonproliferation pact and all the statements made by the country’s leaders following that move, RIA Novosti reported.
However, Kosachyov said, it is necessary to look into all the components of the crisis. The North Korean leadership fears that “colored revolutions” that hit some of the post-Soviet republics over recent months might spread into its territory.
While the U.S. administration has labeled North Korea a part of the so-called axis of evil, the North Korean government fears that the U.S. could take action to overthrow its ruling regime, Kosachyov said.
