1. What they passed was a blueprint, not an actual spending bill
It's nonbinding and it only passed the House.

5. And, as a stickler for detail:
I heard it wasn't a cut in expenditures but a cut in the planned increase in expenditures.

One of those cases, probably, in which a decrease is still an increase.
